Need funding? This may be a great time to secure start-up cash. Small business lending is up, with the number of loans under $1 million increasing by 15% since June 2007, reports the Small Business Administration's Office of Advocacy. The amount of funding also increased, with the dollar figure of loans shooting up by 8%.
